APJII’s Commitment to the Delegation Audit Conducted by APNIC

December, 16 2024

Dear Internet Protocol Number Users,

Asia Pacific Network Information Center (APNIC) is a regional organization that maintains Internet Protocol addressed and Autonomous System Number (ASN) resources in the Asia Pacific region. It  intends to conduct delegation audits for delegations made by all National Internet Registry (NIR).

Implementation of delegation audits of Internet Protocol and Autonomous System Number (ASN) are held as a form of monitoring and evaluation toward Internet Protocol governance and to ensure all processes of the Internet Protocol delegation are aligned with APNIC’s policies and regulations.

APNIC will conduct a delegation audit of all NIRs, including IDNIC, which will be held in the year 2025. The audit will cover all Internet Protocol delegation activities over the last ten years to ensure that the implementation of Internet Protocol governance is aligned with applicable policies. Based on preliminary data from APNIC, it is stated that over the last five years there are almost 3.000 Internet Protocol delegations made by IDNIC and 1.200 of them contain questionable elements which require further detailed analysis.

Following these matters, APJII is fully committed to cooperate with APNIC to share data and/or information regarding the delegations identified and fully commit to implementing a further evaluation to ensure whether those delegations happened due to non-conformity that was not aligned with applicable policies or regulations.

To ensure independence, transparency, and integrity with this process, Romulo Silaen & Partners has been appointed as an independent firm to conduct a comprehensive review of all activities regarding Internet Protocol delegations made by IDNIC. Our commitment to transparency is resolute, and we are fully determined to ensure that all delegation processes comply with APNIC’s policies and procedures.

Correspondingly, we hereby convey this information. In line with sustainable Internet resource management, we remain committed to maintain Internet Protocol governance in Indonesia with professionalism and transparency. Thank you for your attention and cooperation.

Yours Faithfully,

Muhammad Arif
Chairman
